Does Referral Matter?

I have been working to several online sites and some have referral links to share to invite friends and other interested individuals to join the site. The payment varies on the integrity and stability of the sites.
This system may be working or may be not depending on the activity and aggressiveness of the site member/user. The more friends you have, the more chances of your referral esrnings may get if they join the site. But my experience wasn't favorable. Out of 10 I have referred, only one has responded but later becomes inactive.
I come across with a forum which referral incentive is too juicy. It rewards a better payment for those who reach the target number of referrals. Or members themselves exchange deal and pay anyone who could use his referral.
Here in Tuetego the system is once you get a score of B, you're qualified to receive a referral fee of £0.05. That means you couldn't share unless you meet the condition. Is it reasonable?
By the way, recently I received my Tuetego referral link. What about you? Have received yours too?
Now the big question is: Tuetego referral, would it bring love? What's your foresight?
Also, does this B status only matter in terms of referrals, or does it have any significance in terms of overall earnings?
